Based on what I've been able to find online, I believe he is Fred Delisle Finn (1869-1928) of Clifford, Pennsylavnia

The photograph I have was taken at the Manchester Studio in Factoryville, PA.  On the back it says  This is Mr. Finn   F.D. Finn
